TOPPING:
8 ounces cream cheese softened
1 egg
1/2 cup sugar
1/8 teaspoon salt
20 ounces miniature chocolate chips
BOTTOM:
3 cups flour
2 cups sugar
1/2 cup cocoa
1 teaspoon salt
2 cups water
2/3 cup vegetable oil (Mazola or safflower)
2 tablespoons vinegar
2 tablespoons vanilla extract
TOPPING:
Beat cream cheese, egg, 1/2 cup sugar and salt together until well blended. Stir in chocolate chips.
BATTER FOR BOTTOM:
Sift dry ingredients together. Combine liquid ingredients and stir into dry ingredients.
Preheat oven to 350 degrees. Spray mini muffin pans with Pam. Fill 2/3 full with batter. Then top with 1 teaspoon cheese topping. Bake for 15-20 minutes Loosen with knife, and remove from pan. Sprinkle heavily with powdered sugar.
